Here's the copy of a post that Carl did a while ago.  I don't know if he is 
doing it anymore.

"EDI Consulting Services, Inc. is now offering AS400 access via the Internet
for private developers who would like access to an AS400 for development.
The machine is a RISC model 400 (2132) at V3R7.  A model 170 is planned to
be installed in the next 3 months.  Costs are as follows, $25/set up fee,
$25/month, no contracts or any of that sort of stuff.  You need to provide
your own TN5250 emulator or can purchase mochsofts TN5250 emulator for $25
at www.mochasoft.dk.   (The mocha software will work without a licence if
you would like to try it out, however we encourage you to license it if you
decide to use it).
