Have you considered using a tool such as Messenger Plus from Bytware.

This tool is used primarily to page in the event of a failure but it
could easily be used for this purpose.  The programing is already setup
to monitor active jobs for almost any criteria.

You could easily set it up to submit the missing jobs. 

We use the product and it has saved our butts any number of times.
