You could use QCMDEXC from your batch job, CL? HLL?
e.g.

 1 WS-MSG1                     Pic X(57) Value
   "SNDMSG MSG('CICS Test is Available     ') TOMSGQ(*SYSOPR)".

 Call "QCMDEXC" Using WS-MSG1 WS-CMD-LEN
