Don't confuse the issues of what you can save for, and what you can restore
to.

You can restore to ANY AS/400 release from ANY prior AS/400 release, and
any System/38 release going back to Release 5.0 of CPF. Clearly not every
from/to combination has been tested, but this is what IBM promises.

Keep in mind that you can migrate from V2R3 of CISC to V4R4 (when it
becomes available) of RISC. When I was doing CISC to RISC testing, in
Rochester during the V3R6 days, I migrated a System/38 to RISC.

The concern is going backwards. Because IBM builds new capabibilities into
the database with each release, they make special provisions to go
backwards. They typically go back to every supported release, although
they will break this rule in V4R4. From V4R3 you can go back as far as
V3R7 of RISC and V3R2 of CISC. In V4R4, this will become V4R2 of RISC and
V3R2 of CISC. It is unclear to me how long they will support going back to
CISC.
