I seem to remember that enough people complained about having to scratch
install that IBM changed the machine to crash before 100% so it always had
enough space to re-IPL.

Used to be and AFAIK, it still is not a limit at all. There is a storage
usage threshold, but that is user configurable and can be whatever you want
it to be. If you run a program that writes to disk until it can't anymore,
it will run until the system dies. Since the system does use some disk
space for temporary storage, if you are lucky, when you IPL, enough storage
will be freed so that it can IPL. If you are not lucky, you will need to
scratch install. Consequently, when you see a "critical storage threshold
exceeded" message, it's a good idea to pay attention.
