Brad,

This is a new "situation" starting with V4R3.  As you know, when you 
perform a RCLACTGRP *ELIGIBLE, the command deletes any and all
activation groups that it can.  This new behavior is the result of a
system activation group having been deleted.  The error occurs as the 
default activation group tries to resolve a pointer to the system 
activation group that you just deleted.  

When you perform a STRSEU, the API QUSRTVEI gets called.
As of V4R3, QUSRTVEI  runs in the *DFTACTGRP.  In V4R2, QUSRTVEI
ran with a *NEW AG each time SEU was called.  The specific reason for the
error is that an AG by the name of QUSRGFA2 is deleted by the
RCLACTGRP *ELIGIBLE.  You get the error as SEU cannot resolve it's
pointer to QUSRGFA2.
