Try using client access's ability to start a browser by clicking on a URL. 
Imagine putting pictures on a hard drive, with their location in the item
master.  Then have a subfile program list items and URL.  Lastly the user
clicks on the URL to see the items picture.  

Further imagine, Menu option 1, runs an RPG program that creates HTML in a
file, and does cpytodoc.  Menu option 2 is the URL to that HTML file. 
Click on option 2's URL to view a products time study including pictures in
a browser.  Cheap functional engineering package.  Then press ALT F, P to
print the page(s) a FAX printer.  RPG could also produce PDF Adobe Acrobat
format for the browser.  Every as400 programmer should know HTML.  See
