SAVRSTLIB, (as well as the other ObjectConnect commands,
SAVRSTOBJ/CFG/CHG/DLO and just plain SAVRST),  will perform from a source
system to target where the target is running a higher release.  
The normal save/restore rules do apply to the target release parameter, (as
well as the other save/restore parameters).
