In the case, of connecting ORACLE with AS/400, ORACLE connectivity to PC
is not must. But the ORACLE must be connected with the AS/400. So if you
have some interface between ORACLE and AS/400. You can access. 
The answer to the next part is again same. You may had heard of usage of
PASCAL and Power Builder as front-end for AS/400. They are the same
case. Some MQ Series product from IBM is available as middle ware. Some
more is also available.
