Well, assuming that the bytes= is not zero then you are able to make a 
connection from your PC to the 400.
PING does not verify that TCP is active on the 400, only that the interface 
(IOP) is active.  Did you check 
whether TCP is started and also whether the TELNET server is started on the 
400?  You may have a firewall in 
the way allowing PING but denying TELNET.

Yes, the TN5250 application which comes free with OS/2 is pretty darn good.  
Does the TN5250 application give 
you any useful error messages or just the usual windoze crap -- "Error: It 
didn't work. OK?"  Those messages 
always remind me of the school counsellor in South Park, OK.

A proxy server is an intermediate destination that provides a connection to the 
Internet.  It can provide 
limited firewall protection by redirecting ports but it is NOT a firewall.  A 
firewall may be a proxy server.  
A better approach is a SOCKS (SOCKets Secure) Server.  Proxies can be used by 
all TCP/IP stacks but SOCKS 
requires TCP clients that understand a SOCKS server.  Good implementations of 
TCP (such as the one that comes 
free with OS/2) provide SOCKS-aware clients.  I believe WinXX requires third 
party clients.
