The whole thing is really an engineering problem.  Year length is not evenly
divisible by day length.  Besides that, year length and day length change
over, if you'll pardon the expression, time.  What we need to do is tinker
with the earth's orbit and day length.  Personally I'd like to see 32 "hour"
(we might as well redefine them too) days and a 256 or 512 day year with 8
day weeks and 32 day months.    

Then we could have some simple and correct date routines.
