You could do this by using the API called QMHRDQM, which will retrieve
data queue messages but does *not* remove them from the original
queue.  You would need to tell it to retrieve all messages from the DQ
at once.  Then parse the individual messages from the return value and
use QSNDDTAQ (Send Data Queue API) for each one to copy the contents
to another data queue.

Both API's are documented in the OS/400 Object APIs manual.  On my
V3R7 softcopy, it is book QBKAMQ01.
