I ask IBM about this once. Their explanation was that the release is longer
in the pipeline than a service pack. Apparently, lots of time passes between
the time an official new release gets sent to production and actually hits
the distribution channel. The general rule of thumb, for any new release, by
the time it hits your desk, there _will_ be a service pack available for it.

That, by the way, is why IBM initially put the log-in service program in the
start-up folder to check your AS/400 for CA/400 fixes _every_ time you boot
your PC.  I'm pretty sure IBM's original plan was to issue service packs
daily!
