A similar problem happened to me recently with a spool file.  If I
created file with 132 characters without a DDS, copied a spool file to
it, and then performed a data transfer from AS/400, the resulting PC
file was in EBCDIC format.  Creating the file with a DDS and compiling
it, then copying the spool file, relieved the problem.  I still don't
know why, but it works.  Hope it helps.
