Tim,
Copy the file when you want to, and then do an SQL delete of the records.
No ALCOBJ is needed.   All records will be deleted(same effect as CLRPFM)

Just change the file to Reuse Deleted Records *YES.

We've done this for similar needs and it works great.  

No clearing, no ALCOBJ's
