Hello John,

The TOFILE will be locked exclusively but I don't beleive the FROMFILE will be; 
regardless of the value for 
FROMRCD.  Where have you seen this?

FROMRCD simply controls the starting poistion in the FROMFILE (in conjunction 
with the FROMKEY parameter) and 
allows you to force sequential copying rather than keyed copying (assuming the 
FROMFILE is keyed).
