Yes, if you use FTP you need an FTP server on the target machine.
Windows 95/98/NT all have an FTP server available from Microsoft as a
part of Peer Web Services. You can just load and configure the service.
It is somewhat limited and many people like to install a third party
product for this. You can view a number of these at www.tucows.com or
other software site.
