You can look at host print transform. I have found it much more
convenient and powerfull than printer emulation provided in terminal
hardware.

On 3197, configure the printer in a simplest possible way - as IBM
Propinter or similar.
Let AS/400 to autocreate *DEVD for you.
The goal is to have printer *DeVD to vary on successfully. This will
provide basic device accessibility.
Then delete *DEVD and create a new one with printer type/model 3812-1,
TRANSFORM(*YES) and MFRTYPMDL set to smth as close to your printer type
as possible (look in your printer manual).

You may need several iterations.
If you will be able to print, further adjustments can be made using
*WSCST (workstation customization object).

The whole process is described in detail in "OS/400 Workstation
Customization Programming" SC41-3605.
