Sounds like you could have a persistant lock on something.  I would make double
sure that all Telnet, FTP, etc. jobs are ended, and that all of the IBM TCP/IP
jobs are ended as well (I'd even manually kill them if necessary).  It's a shot
in the dark, but it may save you an IPL
