What kind of a panel group is this? Is it a menu type panel group with
internal help, or a panel group for command help, or a panel group for
DDS help?

Help order is determined by:
1. If the help is for a command, it is the order in which parameters are
defined in the command.
2. If the help is in a UIM menu, it is the order in which you use the
menu options and function keys, etc.

I've never used panel group help for DDS but I imagine it would be
similar.

It is not determined in the order you typed it in the panel group.
