I won't go into why you shouldn't create all of your files with *NOMAX but 
simply
try to answer your question.

I was going to suggest using CHGCMDDFT on the CRTPF command to SIZE(*NOMAX) but
it won't let you set a single value default since it doesn't have a single value
default now.  Does anyone on the list know a way to chgcmddft to *nomax?

What I would do then is to make a user option in PDM.  Call it something like 
CP,
and for the command enter CRTPF FILE(&O/&N) SIZE(*NOMAX).  This would do the
create interactively.  Change the command to SBMJOB CMD(CRTPF FILE(&O/&N)
SIZE(*NOMAX)) JOB(&N) for it to submit each one to batch, using the file name as
the job name.

Now in work with members, subset so you only have the PFs you want to compile,
enter CP on the first line, F13 to repeat option and press Enter.  They will all
be processed.

You can prompt the command parameter when in the User Options screen.  Read and
print the help to see the difference between &L and &O etc.
