If you dump the program, does the variable actually contain the apostrophe 
characters? If so, you could do something like:
  CHGVAR VAR(&RPY) VALUE(%SST(&RPY 2 2))
  IF COND(%SST(&RPY 2 1) *EQ '''') THEN(+
      CHGVAR VAR(&RPY) VALUE(%SST(&RPY 1 1)))
