I read this to mean that nothing will be logged to the DTAQ until its status

RDY. I'm not sure what happens if OVRPRTF HOLD(*YES) is specified. I would
assume that it would not be logged to the DTAQ.

We use this DTAQ method  to move splfs from system to system. I just send a
HLD splf to one of the redirected outqs. It stayed there until released it.
Also if it's a sav status then releasing it will cause it to be sent as
well.
