Doug,

Why don't you use CRTDUPOBJ to create CRTSHRPF and CRTSHRLF commands from the 
IBM originals and just use those? Use PDM user options to execute them. You 
could also build a small CL program that is executed from PDM, containing the 
logic that decides what the SHARE parameter should be and executes the command 
with it set appropriately.

Just a thought...
