You could execute RFTOPCB instead of the windows transfer. It will use the same 
RTO file. Create either a .bat or a .pif file that defines the transfer command 
line.

You can remove the transfer (or any other icons) from the client access tool 
bar. I don't remember specifically how to do that, but I know it is possible. 
You need to add a section to the .ws file that defines the options to delete. 
You could also remove the transfer programs from the PC, although they would 
probably come back during a service pack apply. You could also use the SQL exit 
point to install an exit program that rejects uploads.
