1)  I would guess an API would be available to retrieve this
information, but I have not looked into it.
2) Yes ENDSBS *ALL, or ENDSYS, will run from an interactive job.  You
can't run it in a batch job (well, you probably could, but      your
batch job would also be ended).
2)  You could monitor for the CPF0968 sent to QSYSOPR when the system
ends to a restricted state, or you could just do an     ENDSYS *IMMED,
wait a few minutes,  then SAVSYS and check for a CPF3785 Escape message,
and go into a wait      loop retrying SAVSYS for maybe 15 minutes until
the system ends to a restricted state & SAVSYS is successful.
