If I remember the SCN004CL program is put in the users initial program.
You then use the command and it brings up a list of users.  I think the
program uses QRPLOBJ lib for some temp objects.  Make sure the authority is
there.  Or you can use your own lib.  I think they used that lib 'cause it
gets cleared each IPL.
The only "problem" I recall was that when you hit(press) CMD-5 to refresh
the users screen the see a quick "flash" the the break message handling
program does a SNDRCVF.
