Haven't seen the problem myself yet, and know of no PTF for this.  This
is DEFINITELY a bug so you should report it to IBM.

As a possible circumvention, QEXCAFI is the program that deals with the
S/36 Environment file cache.
You could try disabling the file cache option (CHGS36, S/36 environment
values ) and see if the problem is bypassed.
