The system values are system wide.  Some may not take effect until the next ipl 
- for example QSECLVL.  However the password ones take effect immediately like 
QPWDMINLEN.  Okay, make that quasi-immediately.  QPWDMINLEN takes effect the 
next time each individual changes their password.  In other words; it doesn't 
make them change their password right away, but when they do, they have to 
follow the rules of these system values.  Are we clear?

Try the commands:
WRKSYSVAL                            for all system values.
WRKSYSVAL   *SEC              for all security system values.
WRKSYSVAL QPWD*           for all system values beginning with QPWD.
and derivatives thereof.
