As far as FREE Licensed Programs go, I believe it's a short list:
TCP/IP  57xx-TC1

If you mean what licensed programs are no additional charge going from
V4R1 to V4R2, that would be any licensed programs that already had a
5769-xxx number for V4R1 (examples: Query 5769-QU1, SQL 5769-ST1).
Any V4R1 system where the licensed programs were still 5716-xxx would be
chargeable upgraded to V4R2 (examples: RPG 57169-RG1, Cobol 5716-CB1, C
5716-CX2, Application Development Tools 5716-PW1).

Again, there are special exceptions, like if you have V4R1 running on
your system prior to 98/02/27 and order V4R2 before Sept 1st, installing
it by Sept 30th - and if you aren't that lucky there a 15% discount off
V4R2 LPP's ordered before December if you're coming from V4R1.
