IBM has an AS/400 Security Toolkit (with some security tools on a CD
with it).  The text of the Toolkit I think is on the IBM AS/400 Service
website.  It is a good starter book.  Security on the 400 is a complex
thing.  I'd plan and test extensively before implementation.  One of our
operators changed the authorities on a transaction logging file and
locked out 1000 employees (in a call centre at that) from updating
customer information.  Ooops.
