I have an ILE/C program that is compiled on V3R7 with a TGTRLS of 
V3R1M0.

I most machines, I have not had any problem with this.

However, I now have a V3R1 system that is getting an MCH3401 - Cannot 
resolve to object QC2IFS.  Type and Subtype X'0203'.

This is a service program, presumably provided by OS/400.  When I do a 
DSPSRVPGM and look at the exports, they appear to all be related to 
"stdio.h" stuff.  They are things such as:
_C_IFS_clearerr
_C_IFS_feof
_C_IFS_ferror
_C_IFS_perror
_C_IFS_fflush
_C_IFS_fgetc
_C_IFS_fgets
_C_IFS_fread
_C_IFS_getc
_C_IFS_getchar
_C_IFS_gets

Also including printf and fprintf.

When I look at the joblog, the MCH3401 is being sent to QCACALL.  Not 
to my program.

In fact, I see no evidence that my program is even being started.  I 
suspect because the service program is missing.

So, How do you get QC2IFS on a V3R1 system?  Is it a PTF?
