Well without knowing the details, IF this file is a logical, change it to input
primary to take advantage of blocking.Include the physical file as an update and
chain to it to do your deletes.
You can use the file feedback data structure to obtain the relative record 
number
of the physical file record.

BTW, since you are adding summary records to your input file, then in your
program bypassing summary records, you may be doing some unnecessary I/O.   You
may want to do your adds to another file during this run then follow it up with 
a
CPYF *ADD.
