Check out adopted authority.  Some don't like it but you essentially revoke all
authority to all data files to all users. Grant file authority to the creator of
a program, grant the user authority to the program and have the user adopt the
owners authority during the running of the program.

This way even if a user is granted authority to DFU, they are blocked at the 
file
level.  The only DFU that could be run against a file would have a CL wrapper 
and
appropriate authorities.
