I'm not sure if this will fill the bill, but here we loaded up Netscape 
Fasttrack
server on a NT box to do ISP "gatekeeper" and can authorize outsiders to upload
files.  We are at the receiving end.  We use WinGate at the sending end.  We
tried a Net Proxy from the UK without much luck.  There is a Net Proxy product
stateside.  AKAIK these products are designed to permit groups to go out to the
internet and are not designed for inbound traffic.
