The trick is to start the debugging session before the program being
debugged is started.  (run from a jobq that is held, or from a CL pgm
that has a pause in it)

You can also specify HOLD(*YES) on the SBMJOB command.  This will hold the job 
on the jobq until you release it with a RLSJOB command or option 6 from the 
WRKJOBQ display.
