Sure is.  Just hold the jobq before you do the submit.  Then do the 
strsrvjob and strdbg.  Then release the jobq.  When the job starts, 
you will be prompted to add any breakpoint's you want.

Works like a champ.  For either ILE or non-ILE programs.
