Not sure how you expect to know the specific device name for the two users
in question, since QPADEV* are randomly selected.  On the other hand, a
Telnet user exit can do this in a snap.  There is some sample code out at
the Tech Studio link at
http://www.as400.ibm.com/tstudio/tech_ref/tcp/indexfr.htm.  This comes with
some programs to create sub-systems to "route" users that have a specific
device name (or rather, "root" name) and route them to any subsystem you
wish.  If you read through the code, it shows how to set it up.

You're not going to be able to get this to work with QPADEV* system
selected names, so you need to assign the names to the two users in
question and set up the subsystem with a WSE entry to route those devices
there.  You will also need to modify QINTER with an exclusion entry, to
keep users from gettting routed there too.

Look at the ADDSBS QCLSRC in the sample code for details.
