OOPS - The PTF from June 11th (MF19412) is ALSO marked PE (defective) -
see APAR MA18456
It appears the recent chain of TCP/IP Telnet PTF's are all defective:

  PROBLEM CONCLUSION:
  This is a timing problem and will be corrected.
 
  CIRCUMVENTION:
  To avoid this loop end the Telnet servers, ENDTCPSVR *TELNET,
  prior to ending any interactive subsystem(s).
 
  If you are experiencing the loop;
  On a multiprocessor system - review the interactive subsystem
  joblog to identify the failing device(s) and vary the device
  off.
  On a single processor system, response time will be limited and
  an IPL may be necessary to recover.
