Dean,

   I am not a BPCS user but this may help you.  

   Within JDEdwards we have developers with a group of JDEDEV. 
JDEDEV owns all test libraries and their objects which are on a user
ASP.  I have the MAXSTG parm on user profile JDEDEV *equal to the
user ASP  (actually about 5 gb less but what the developers don't know
won't hurt 'em).

When they hit the limit (which is VERY rare) it stops them in their tracks. 
Maybe not the best sollution for a production environment but, hey,
they're only users... :)
