Joe,
I have never heard of a company that will do this.  It is however sad that 
people who actually call themselves "programmers"  cannot be relied upon to 
place comments into their programs.  I personally in the past was 
responsible for hiring programmers, and one of the things I would tell a 
newby was if I find that you are not commenting your code, or if you 
hardcode...you will be fired post haste.
