John,

I can't help with a lot of what you've asked for, but I would suggest you give
serious consideration to PC based tools for the programmers.

Three main products spring to mind - Code/400 from IBM (part of the ADTS/CS
package see www.software.ibm.com/ad/varpg for more information) - Flex/Edit
from Aldon (I think it's www.aldon.com) - and Code Studio from Cozzi Research
(via www.midrangecomputing.com).  The first two are very powerful completely
programmable environments, the latter has less flexibility and is aimed firmly
at the RPG programmer.  Of course I prefer Code/400 <bg> but the others have
many fans too.  All will save on communications bandwidth because the editing
takes place on the PC and only upload/download to the AS/400 is required.
Code/400 has the additional benefit that it can _completely_ verify your
program on the PC (i.e. check that a field referenced has been defined etc.  -
goes way further than SEU)
