I agree with Dave Brown on his position on whether his message violated 
guidelines. He was asking for information an issue that many of us face; How 
to judge candidates without experience and how to compensate those people.

Dave, I have a suggestion for you and this client. Most college programs 
have the students work on projects. Contact those that these projects were 
written if possible. They seem to be able to give a feel for the candidates.

As far as compensation, find out the mean average for this experience level. 
Offer a salary at 10% below the mean with a structure to quickly move the 
person up as they prove themselves. As many of the "Keeping IS people" 
messages stated, once a person is hired, you are paying them for their 
ability not their experience. If an employer fails to commit to paying above 
average salaries for above average people, those people will likely move on 
to an employer that will do this.
