I had a similar problem on V3R7  ...To solve it, I stopped making host table 
entries for printers...Looking to an external (to the AS/400) DNS via the Host 
Table can be slow!  Instead, I reference the IP address in the OUTQ Definition.

To do this, create the OUTQ as follows:

CRTOUTQ OUTQ(TEST)
                      RMTSYS(*INTNETADR)
                      RMTPRTQ(*NONE)
                      AUTOSTRWTR(1)
                      CNNTYPE(*IP)
                      DESTTYPE(*OTHER)
                      TRANSFORM(*YES)
                      MFRTYPMDL(*EPDFX5000)
                      INTNETADR(XXX.XXX.XXX.XXX) <---Printer IP Add

This is how I *now* set up all of our HP 5 printers.  Since our DNS is a very 
busy place and the AS/400 Host Table Entries look to the external DNS, the 
printers would drop because they were timing out.  I have 30 + HP printers set 
up this way and they work great!
