We made the big step from V3R6 to V4R1 recently
and had the same 'new behaviour'...

You should only get this problem if you are specifying USRPRF(*OWNER),
or are doing REPLACE(*YES) for a program that was originally created
this way.
This is nothing new or different for V4R1.
