This will set OS/400 to send a probe packet out on all connected TCP
connections, to determine if the 'other end' is still there/responding.
If the other end doesn't respond, the local socket will be issued a
SOCKET_ERROR and te application using the socket can act accordingly.

Every 1 minute seems a little drastic for sending out probes, and depending
upon the number of connections to your machine, this could potenially flood
your network (albeit with very small packets).

What are the underlying 'TCP connectivity problems' is the question I'd be
asking (and trying to solve)...
