Don,

You can do this with a SLIP connection to your AS/400. 
I have it set up on a
V3R7 box using the IBM "Options" 28.8 modem.

You can noodle through this on your own by going to the
TCPCFG menu and
configuring point to point dial up.  There were also
articles in both NEWS/400
and MC last spring that covered how to configure a SLIP
connection.
