        If you issue a DSPSFWRSCRSC (Display Software Resource) you will see
the Licensed Product (OS 400) there.  If you hit F11, you will see the
release of the pgm.  I believe the PTF will not install because you are
not on the correct OS level.  Try downloading the correct PTF, and I'm
sure you won't have this problem.
