Hello Jeff,

One minor correction to your comments:  *CHANGE authority is not required to a 
*LIB object to 
be able to add a member to a file.  The requirements are *EXECUTE and *ADD data 
rights to the 
*LIB object.  *CHANGE grants additional data rights.
