One approach that jumps to mind is to use the List Objects (QUSLOBJ) API
to get a list of all *JOBDs on the system; and then use the Retrieve
Job Description Information (QWDRJOBD) API to access the library list
of each *JOBD.  Both APIs can be found in the System API Reference.
